Bylaw Amendment - GGCA Boundary Change

Whereas: Section 3 of GGCA's bylaws stipulate that the association boundaries are:

  • 25th Street to the North;

  • Harford Road to the East;

  • North Avenue to the South; and

  • Hargrove Street to the West.

and whereas: The City of Baltimore’s Department of Planning defines the boundaries of East Baltimore Midway and Barclay, the two communities that GGCA represents, differently than the definition given in our bylaws;

and whereas: GGCA wishes our defined boundaries to align with the boundaries that the City of Baltimore uses.

Amendment Change Section 3’s description of the boundaries to:

  • Southern - North Ave from St. Paul St to North Broadway;

  • Eastern - North Broadway from North Ave to Harford Rd; then north on Harford Road to 25th St;

  • Northern - 25th St from Harford Rd to St Paul St;

  • Western – St Paul St from 25th St to North Ave.

A vote “For” will change the bylaws to the proposed new boundaries that conform to those that are defined by the Baltimore City Department of Planning.

A vote “Against” will keep the boundaries as they are currently described in the bylaws.

GGCA Bylaws Section 5(d) Election/Vacancies: At every Annual Meeting, the Directors to serve for the ensuing term shall be elected by the Members. In electing Directors to the Board, the Members shall seek to maintain a racial and sexual composition which is reflective of the population of Greater Greenmount. In addition to filling vacancies that arise due to resignations from the Board between Annual Meetings, new Directors may be elected by a vote of the Members or Directors at times other than at the Annual Meeting, as long as such action does not cause the total number of Directors to exceed the maximum set in section 5(c). Directors must be Individual Members of the Corporation.

GGCA ByLaws Section 5(a)(1) The Officers shall consist of President, Vice-President, Secretary, and Treasurer. The Officers shall be elected by the Directors at the Board Meeting immediately following an election at the Annual Meeting of the Members. Persons eligible for election to an office must first be elected a Director.

GGCA Bylaws Section 3: Greater Greenmount Community Association represents those who live, work and/or worship in the Barclay and East Baltimore/Midway communities located in the central part of Baltimore. It is bounded on the north by 25th Street, on the south by East North Avenue, on the east by Harford Road and on the west by Hargrove Street.
